It is the policy of the University of Southern Indiana (USI) that all construction projects that will disturb one acre or more of land area on university property must comply with the Indiana Department of Environmental Management (IDEM) Construction Stormwater General Permit (CSGP), required by the U.S. Environmental Protection Agency (EPA) Clean Water Act Phase II National Pollutant Discharge Elimination System (NPDES) Storm Water Program, and the Vanderburgh County Ordinance 09-24-009, Chapter 13.05, Construction Site Stormwater Runoff Control, including all other applicable county ordinances and standards incorporated by reference into the Vanderburgh County Ordinance 09-24-009.
A. Construction Site Runoff Control
The university requires that a Stormwater Pollution Prevention Plan (SWPPP), including erosion and sediment control measures and material handling procedures, be developed and implemented for each construction project which will disturb one acre or more of total land area on university property. All stormwater pollution prevention measures for construction sites shall be designed and implemented in accordance with the applicable Vanderburgh County ordinances and standards and the requirements of the IDEM CSGP.
B. Post-Construction Site Runoff Control
The university requires post-construction stormwater control measures for stormwater quality and quantity to be included in the design of all construction projects which will disturb one acre or more of total land area on university property. All post-construction stormwater quality and quantity measures must be designed and implemented in accordance with the applicable Vanderburgh County ordinances and standards and the requirements of the IDEM CSGP.
C. Permit Requirements and Procedures
The plans, including the construction and post-construction SWPPP, for all construction projects disturbing one acre or more of land area on university property shall be submitted to the Vanderburgh County Soil and Water Conservation District (SWCD) for review and approval. After receiving SWPPP approval, a Notice of Intent (NOI) must be submitted to IDEM to obtain permit coverage under the CSGP. The NOI must be submitted to IDEM at least 48 hours prior to initiating any land disturbing activities.
D. Inspection, Maintenance, Recordkeeping, and Reporting
For projects that meet the applicability requirements of the CSGP (i.e., for one acre or larger project sites), a self-monitoring program shall be implemented by the university to ensure the SWPPP is working effectively. A trained individual, as defined by the CSGP and the applicable Vanderburgh County ordinances, shall monitor and manage project construction and stormwater activities. Details regarding the required self-monitoring activities are contained in the Vanderburgh County Construction Site Stormwater Runoff Control Ordinance and the CSGP.
The SWPPP shall serve as a guideline for stormwater quality but should not be interpreted as the only basis for implementation of stormwater quality measures for a project site. All measures necessary to adequately prevent polluted stormwater runoff in accordance with this policy should be implemented, including recommendations by the trained individual for modified stormwater quality measures.
For projects that meet the applicability requirements of the CSGP (i.e., for one acre or larger project sites), a project management log shall be maintained at the project site or in the possession of the on-site individual(s) associated with the management and operations of the construction activities. Details regarding requirements related to the project management log are contained in the Vanderburgh County Construction Site Stormwater Runoff Control Ordinance and the CSGP.
E. Project Completion and Permit Termination
In order for a project to terminate permit coverage under the CSGP, the site must meet stabilization requirements of the CSGP, and all temporary stormwater management measures must be removed. Following submittal of the Notice of Termination (NOT) to IDEM, self-monitoring and project management log records must be retained by the university for the three years. The USI Construction Manager should provide information to the USI Environmental Health and Safety Manager regarding any post-construction stormwater control measures constructed, which should be added to the MS4 post-construction stormwater control measure inventory.
